Appropriates $20,830,924 from the Henderson State University Fund for state operations, including $15,500,000 for regular salaries, $2,750,000 for personal service matching, and $1,960,000 for operating expenses

Appropriates $72,958,770 from cash funds for personal services and operating expenses, including $18,408,770 for regular salaries, $4,800,000 for personal service matching, and $29,450,000 for operating expenses

Authorizes up to 950 temporary or part-time employees ("Extra Help") to be paid at rates not exceeding those in the Uniform Classification and Compensation Act

Allows the university president, with Board of Trustees and state approval, to utilize contingent food service positions if the current food service contract is cancelled and the university operates food service directly
