Amends Arkansas Code § 18-16-407(a) to allow self-storage operators to send default notices by "certificate of mailing" in addition to certified mail with return receipt requested.

Requires operators to notify occupants in writing of defaults with specific information including the lien statement, charges due, payment demand (minimum 14 days), sale details, and operator contact information.

Mandates publication of one advertisement in a newspaper of general circulation at least 7 days before sale and contact with the circuit clerk to identify lien or security interest holders.

Requires operators to notify lien and security interest holders by certified mail or certificate of mailing at least 10 days before sale, but only if the lien is filed under the occupant's name.

Amends Arkansas Code § 18-16-409(a) to allow all notices required by the subchapter to be sent by "certificate of mailing" as an alternative to certified mail with return receipt requested.
