Establishes two categories of isolated funding: Category I for all qualifying districts and Category II for districts with density ratios below 1.2 students per square mile, calculated at 50% of Category I funding.

Restricts state board authority to close isolated schools without local board approval, except when necessary for annexation/consolidation or to enforce sanctions for academic/fiscal distress or accreditation violations.

Allows districts qualifying under both isolated funding provisions (§ 6-20-601 and § 6-20-603) to elect which funding source to receive rather than receiving both.

Modifies terminology throughout the code from "isolated schools" to "isolated school areas" and clarifies funding calculations use prior-year three-quarter average daily membership figures.
