• Amends Arkansas Code § 6-17-2406 to clarify the definition of "teacher" to include full-time employees of the C-Step Program or Arkansas National Guard Youth Challenge Program
• Requires that teachers in these programs whose positions are subject to the Uniform Classification and Compensation Act be paid no less than minimum salary amounts under § 6-17-2403
• Clarifies that the minimum salary schedule applies to persons licensed by the State Board of Education engaged in direct classroom instruction for more than 70% of contracted time, guidance counselors, and librarians or media specialists
• Conditions salary requirements on specific appropriation of funds by the General Assembly
• Preserves school districts' exemption from paying salaries for teachers not employed by the district or from sources other than General Assembly appropriations
