Allows nonprofit organizations with 501(c)(3) tax-exempt status and federal transit grant program eligibility to register fleets of at least 25 motor vehicles through the Arkansas Department of Finance and Administration.

Permits registration and renewal fee payments to be made in advance for either 2 or 3 years, with payments due during the last month of the final year of the registration period.

Charges an initial fleet management fee of $10 per vehicle (capped at $500 total) for the first year of fleet registration, deposited into the State Central Services Fund.

Allows license plates issued under this program to be transferred between vehicles of the same class and type owned by the same organization.

Permits organizations to choose their renewal month and potentially renew registrations online if determined available by the Department of Finance and Administration Director.
