Adds Arkansas Code 23-63-115 to prohibit agreements between insurers and dentists that establish fees for noncovered dental services, making such agreements unenforceable.

Defines "noncovered services" as services not reimbursable under a dental plan, excluding services subject to deductibles, waiting periods, frequency limitations, annual/lifetime maximums, or other contractual limitations.

Defines "insurer" to include insurance companies, health maintenance organizations, hospital and medical service corporations, and self-insured health plans for governmental employees.

Declares an emergency clause, stating the act is necessary to expand treatment options for patients needing immediate dental services and becomes effective upon gubernatorial approval, veto expiration, or veto override.
