Allows the commission to enter into agreements with the City of Little Rock for mutual cooperation and joint regulation regarding planning, zoning, land use, and building code enforcement.

Specifies that enforcement mechanisms available to the commission include stop work orders, citations, fines, and inspections to ensure compliance with building, safety, and health codes.

Prohibits any agreement between the City of Little Rock and the commission from ceding the commission's final authority and responsibility over matters entrusted to it by law.
