Amends Arkansas Code § 17-87-103 to add an exception allowing school personnel designated as care providers under Section 504 of the Rehabilitation Act of 1973 to administer glucagon to students with diabetes if trained by a licensed nurse or licensed physician.

Effective date for the glucagon administration exemption is July 1, 2011.

Adds a new subsection (12) creating an exemption for designated care aides to perform health maintenance activities for competent adults, minor children, or incompetent adults under specified conditions and supervision.

Defines key terms including "caretaker" (parent, foster parent, family member, friend, or legal guardian), "competent adult" (18 years or older with capacity to make informed decisions), and "health maintenance activities" (activities enabling individuals to live in their home that are beyond daily living activities).

Specifies that the "home" exemption excludes nursing homes, assisted living facilities, residential care facilities, intermediate care facilities, and hospice care facilities, with the state board to promulgate rules defining allowable health maintenance activities and minimal qualifications for designated care aides.
