Director may suspend some or all of a dealer's extra license plates if the dealer or their manager, sales manager, or salesperson misused the plates or allowed unauthorized use, without requiring suspension of the dealer's master plate.

Extra license plates shall be suspended for 6 months for the first misuse or unauthorized use, or 1 year for any subsequent misuse or unauthorized use.

Director must notify the dealer in writing of the suspension and provide information about the misuse or unauthorized use that prompted it.

Dealer may request a hearing within 20 days of receiving the suspension notice; hearings are held before a hearing officer in the dealer's county and are subject to the Arkansas Administrative Procedure Act.

Dealer may file suit in Pulaski County Circuit Court or the circuit court of the dealer's principal place of business within 30 days of an unfavorable hearing decision; the suspension remains in effect during the appeal unless reversed by the circuit court.
