Changes the Comprehensive Arkansas Higher Education Annual Report submission deadline from December 1, 2009 to December 15, 2011, and requires annual submissions thereafter, with website posting by January 1, 2012 and annually thereafter.

Consolidates multiple higher education reports into the annual comprehensive report, specifying which reports must be submitted annually, biennially (even-numbered years), and every five years beginning in 2015.

Requires all higher education institutions to submit reports to the Department of Higher Education by November 1 each year, with institutions missing the November 15 deadline required to appear before legislative education committees to explain the delay.

Mandates that remediation cost reports be prepared by October 1 annually and distributed to the Department of Education, career education agencies, higher education coordinating board, governor, legislative education committees, state board of education, and public high school administrators.

Requires all future higher education reports mandated by the General Assembly to be included in the comprehensive annual report and include fiscal impact analysis on administrative costs to the Department of Higher Education.
