Appropriates $2,000,000 to the University of Arkansas at Pine Bluff from the General Improvement Fund for the Literary Institute and National Board Support Program.

Funds may be used for personal services, operating expenses, literary initiatives, conference expenses, certification expenses, and book mobile expenses.

University may supplement state funds with grants, donations (including federal funds), and unobligated cash income, but existing Maintenance and General Operations funds cannot be redirected to these purposes.

All disbursements must comply with state purchasing, accounting, budgeting, revenue stabilization, and fiscal control laws unless specifically exempted by law.

Act becomes effective July 1, 2011 under an emergency clause, with intent that funds be used according to stated reasons documented in budget manuals and legislative committee records.
