Appropriates $1,500,000 from the General Improvement Fund to the Department of Human Services - Division of Child Care and Early Childhood Education for after school program grants.

Grants are designated for low income and rural school districts providing early childhood development, literacy, physical activity, nutrition, and emergency relief programs.

Appropriations are not restricted by requirements applicable to other programs and allow adoption of new rules and regulations to carry out legislative intent.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, and Revenue Stabilization Law unless otherwise specified.

Effective July 1, 2011, with an emergency clause declaring immediate necessity for agency operations and preservation of governmental programs.
