Adds a new category of eligible residents for lifetime hunting and fishing licenses: those who are 60 years of age or older and are regular or non-regular retirees of the armed services of the United States.

Sets the one-time fee for military retirees aged 60 or older at thirty-five dollars and fifty cents ($35.50).

Maintains existing eligibility categories for lifetime hunting and fishing licenses: seniors 65 and older, totally disabled military veterans, and any age applicants paying $1,000.

Allows all lifetime license holders the option to purchase lifetime trout stamps and lifetime state duck stamps.
