Clarifies that the State Highway Commission shall be composed of one member from each congressional district and any additional at-large members necessary to total five members.

Removes the requirement that appointments be based on the four congressional districts as defined on July 20, 1979, allowing the composition to adapt to current congressional districts.

Requires that highway commissioners appointed from a congressional district represent that district and no other designated portion of the state, except for at-large commissioners.

Addresses ambiguity in Arkansas Code § 27-65-104 regarding how highway commissioners are appointed and which areas they represent.

Establishes legislative intent that congressional districts should be interpreted prospectively rather than frozen at a specific point in time.
