Requires all motor vehicle operators in Arkansas to maintain minimum liability insurance coverage: $25,000 for bodily injury/death of one person, $50,000 for two or more persons, and $25,000 for property damage per accident.

Authorizes law enforcement to impound motor vehicles when operators cannot present proof of insurance and one or more conditions exist: citation for traffic violation, repeat violations, or operating without proper license plates or registration documents.

Establishes a $25 fine for failure to present proof of insurance at traffic stop if coverage was actually in effect, with 80% of fines directed to the Arkansas Citizens First Responder Safety Enhancement Fund and 20% retained by the court.

Allows law enforcement to remove and impound license plates from uninsured vehicles and suspend vehicle registration for 10 days; owners may retrieve plates by providing proof of insurance within that period at no cost.

Revises definitions and procedures for removal of unattended, abandoned, and impounded vehicles, including requirements for notice, storage facility holds, and judicial review processes for vehicle owners contesting removal.
