HB1487 - The Arkansas Firearms Freedom Act

• Creates Arkansas Code Chapter 21 to establish state jurisdiction over firearm regulation based on the Ninth and Tenth Amendments to the U.S. Constitution and Arkansas's 1836 statehood compact

• Exempts personal firearms, firearm accessories, and ammunition manufactured in Arkansas from basic materials and remaining within state borders from federal law and interstate commerce regulations

• Specifies that generic parts (springs, screws, nuts, pins) and basic materials (unmachined steel, unshaped wood) imported into Arkansas do not subject firearms to federal regulation when incorporated into state-manufactured firearms

• Excludes from the act's protections weapons that cannot be carried by one person, firearms with bore diameter greater than 1.5 inches using smokeless powder, exploding ammunition, and multi-projectile firearms (except shotguns)

• Requires all firearms manufactured or sold in Arkansas under this chapter to be stamped with "Made in Arkansas" on a central metallic part such as the receiver or frame
