Amends Arkansas Code § 5-64-402(c) to redefine certified drug free zones by removing community/recreation centers and Boys/Girls Clubs from the original list and replacing them with designated school bus stops, publicly funded multifamily housing, drug/alcohol treatment facilities, day care centers, churches, and shelters.

Adds a definition of "recreation center" as a public place offering various entertainment types including billiards, ping pong, bowling, video games, and pinball machines.

Amends Arkansas Code § 5-64-411(a) to align the list of facilities triggering enhanced sentencing (an additional 10 years imprisonment) for controlled substance offenses with the updated drug free zone designations.

Applies enhanced sentencing for drug offenses committed within 1,000 feet of the specified properties including schools, parks, treatment facilities, day care centers, churches, shelters, and designated school bus stops.
