Expands the prohibition on patrolling controlled-access facilities to include municipal police officers, officers established under § 14-42-401 et seq., city marshals, and constables, unless authorized by the director.

Allows the director to withdraw any previously issued authorization for these law enforcement officers to patrol controlled-access facilities.

Requires the director to promulgate rules following the Arkansas Administrative Procedure Act that establish criteria for granting or withdrawing authorization, considering public safety, officer training, agency size, financial impact, abuse of police power, and types of roadways.

Permits these law enforcement officers to patrol service roads within their jurisdiction that are adjacent to controlled-access facilities.

Preserves the authority of municipal police officers, city marshals, constables, and officers established under § 14-42-401 et seq. to respond to accidents or emergencies on controlled-access facilities without prior authorization.
