Repeals the definition of "salvage auction" from Arkansas Code § 23-112-602(9) and retitles § 23-112-614 as "Auto auction fees for salvage-titled or parts-only titled vehicles" instead of "Salvage auction buyer's identification card"

Removes the January 1, 2006 effective date requirement and repeals sections 23-112-615 (prohibition) and 23-112-616 (dealers from other states) that previously restricted salvage auction participation to identification card holders

Establishes a $5.00 fee on each item sold at auto auctions with salvage or parts-only titles, with 50% distributed to the Arkansas Department of Environmental Quality and 50% to the Department of Arkansas State Police for inspection and oversight

Maintains requirements for salvage auction operators to maintain sales registers for three years and establish guidelines for attendees, and allows card holders to bring accompaniment

Updates Arkansas Code § 19-6-301(226) to reference "Auto auction fees for salvage-titled or parts-only titled vehicles" as special revenues instead of the salvage auction buyer's identification card program
