Amends Arkansas Code § 27-16-1105 to require presentation of photo identity documents, date of birth documentation, social security account number proof, and evidence of legal status before issuing a driver's license or identification card

Allows nonphoto identity documents as acceptable alternatives if they include the person's full legal name and date of birth

Defines nine categories of acceptable legal status evidence, including U.S. citizenship, lawful permanent or temporary residence, valid nonimmigrant visa status, pending asylum applications, refugee status, temporary protected status, deferred action status, and pending adjustment of status applications

Grants the Office of Driver Services authority to establish a written and defined exceptions process for individuals unable to present required documents due to circumstances beyond their control, allowing them to use alternate documents to establish identity or date of birth
