Appropriates $1,000,000 from the General Improvement Fund to the Department of Education - Educational Television Division for maintenance, renovation, construction, acquisition, improvement, upgrade, and repair of real property and facilities, including grant matching.

Appropriates $250,000 from federal funds designated by the Chief Fiscal Officer for the same maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair purposes.

Appropriates $260,000 from the General Improvement Fund to the Educational Television Fund Account for personal services and operating expenses for the "Honoring Arkansas' War Heroes - Documenting Stories of Arkansas' World War II Veterans" documentation project.

Requires compliance with State Treasury fund availability, State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursement of appropriated funds.

Declares an emergency effective July 1, 2011 based on the constitutional prohibition of appropriations for more than one year and the essential need for agency operations.
