Appropriates $5,000,000 from the General Improvement Fund to the Department of Parks and Tourism for maintenance, renovation, construction, acquisition, improvement, upgrade, and repair of state-owned real property and facilities.

Allows the Department to supplement state funds with grants, donations, Federal funds, and unobligated cash income to finance project costs.

Prohibits the use of appropriated funds to replace existing Maintenance and General Operations funding for the agency.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all other applicable fiscal control laws unless specifically exempted by law.

Declares an emergency clause making the Act effective July 1, 2011, citing the constitutional requirement that appropriations be limited to one-year periods.
