Appropriates funds to the Arkansas Natural Resources Commission from the General Improvement Fund for water development, water/sewer/solid waste services ($4,000,000 each), water resources cost share ($100,000,000), drinking water programs ($5,000,000), clean water/sewer projects ($5,000,000), state water plan development ($4,000,000), and Ouachita River recreation projects ($500,000).

Appropriates $560,000,000 in federal funds for water resources cost share, $20,000,000 for drinking water programs, and $25,000,000 for clean water/sewer projects.

Appropriates $4,000,000 in cash funds split between water development and water/sewer/solid waste services ($2,000,000 each).

Appropriates $350,000,000 in bond proceeds for water resources cost share and $2,000,000 from the Ouachita River Waterways Project Trust Fund for river recreation projects.

Establishes that funds must comply with state purchasing and fiscal control laws, and the act takes effect July 1, 2011 with emergency clause status.
