Appropriates $25,000,000 to the Arkansas Building Authority from the General Improvement Fund for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade and repair projects for all state-owned real property and facilities.

Prohibits agencies from using appropriated funds in excess of State Treasury funds actually available, but allows institutions to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws when disbursing funds.

Specifies that funds must be used in compliance with stated reasons documented in Agency Requests, Executive Recommendations, Legislative Recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency clause making the Act effective July 1, 2011, stating the appropriation is essential for agency operations and that delays could harm proper administration of governmental programs.
