Appropriates $1,500,000 from the Federal Surplus Property Fund to the Arkansas Department of Emergency Management for renovation of the Federal Surplus Property (FSP) Warehouse.

Prohibits contract awards or obligations exceeding available State Treasury funds, but allows agencies to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Establishes that appropriated funds must be used in compliance with stated reasons in Agency Requests, Executive Recommendations, Legislative Recommendations, and official legislative minutes.

Declares an emergency effective July 1, 2011, citing the constitutional one-year appropriation limit and the essential need for immediate agency operation.
