Appropriates $475,000 to the Arkansas Real Estate Commission from cash funds for major maintenance, renovation, and repair to building and grounds.

Permits the Arkansas Real Estate Commission to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project financing.

Specifies that funds must be disbursed in compliance with the stated reasons documented in budget manuals, Agency Requests, Executive Recommendations, Legislative Recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2011, citing the Arkansas Constitution's prohibition on appropriations exceeding one year and the need for immediate funding to maintain agency operations.
