Appropriates $50 million to the Economic Development Incentive Quick Action Closing Fund for incentives to attract new business and economic development to Arkansas for fiscal year ending June 30, 2012.

Appropriates $20 million from the General Improvement Fund for grants and loans to support public works projects, job training, industrial parks, technology parks, aircraft and aerospace industry expansion, and port and waterway development.

Appropriates $37.5 million for the CREATE Rebate program to provide financial incentives to companies locating new facilities or expanding existing facilities in Arkansas.

Appropriates $3 million for new and existing worker training programs and $3 million for the Innovate Arkansas Fund to assist start-up technology-oriented businesses.

Appropriates $225 million in bond proceeds for economic development projects authorized under Amendment 82 to the Arkansas Constitution, with an effective date of July 1, 2011.
