Appropriates funds from the General Improvement Fund to 19 Arkansas higher education institutions for capital improvement projects during fiscal year 2011.

Funds construction and renovation projects including nursing buildings, health sciences facilities, wellness centers, and classroom complexes across community colleges and technical colleges.

Allocates money for deferred maintenance, equipment replacement, technology infrastructure upgrades, and library holdings at all institutions.

Provides funding to prevent loss of operations for the Arkansas Delta Training and Education Consortium initiatives at five colleges (Arkansas Northeastern, East Arkansas, Mid-South, Phillips, and South Arkansas Community Colleges).

Total appropriations exceed $25 million distributed across 19 institutions, effective July 1, 2011, with restrictions that funds must comply with state purchasing and fiscal control laws.
