Appropriates $13,000,000 from the General Improvement Fund for lease payments on a 948-bed institution at Malvern, a 400-bed addition at Grimes Unit in Newport, and an 862-bed Special Needs Unit addition to Ouachita River Unit at Malvern.

Appropriates $6,000,000 from the General Improvement Fund for maintenance, renovation, equipping, construction, replacement, acquisition, improvement, upgrade, and repair of Department of Correction real property and facilities.

Appropriates $1,157,500 from the General Improvement Fund and an additional $1,157,500 from the Department of Correction Farm Fund for various farm projects and operations.

Appropriates $750,000 from the Department of Correction Prison Industry Fund for Janitorial Products Division Expansion Industry maintenance and improvements for the fiscal year ending June 30, 2012.

Includes emergency clause declaring the appropriations effective July 1, 2011, and requires all funds be disbursed in compliance with State Purchasing Law, budgetary procedures, and revenue stabilization laws.
