AR HB1519

Appropriates $1,500,000 from the General Improvement Fund to the Department of Arkansas State Police for Building and Tower Remediation of the Arkansas Wireless Information Network System for fiscal year ending June 30, 2012.

Allows the Department to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance the full project costs.

Prohibits use of Maintenance and General Operations funds for the purposes appropriated in this act and requires strict compliance with all applicable state fiscal control laws and purchasing regulations.

Establishes that funds must be disbursed in compliance with stated reasons for the appropriation as documented in budget manuals, agency requests, executive recommendations, and legislative minutes.

Declares an emergency effective July 1, 2011, citing the constitutional one-year appropriation limit and the need for immediate funding to ensure proper agency operations.
