Appropriates $500,000 to Northwest Technical Institute from the General Improvement Fund for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows the institute to accept grants, donations, and Federal funds to supplement the state appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws during fund disbursement.

Mandates that funds be used in compliance with stated reasons for appropriation as documented in budget manuals, agency requests, and legislative recommendations.

Declares an emergency effective July 1, 2011, citing the state constitutional prohibition on appropriations exceeding one year and the necessity for immediate agency operations.
