Appropriates $400,000 to Crowley's Ridge Technical Institute from the General Improvement Fund for major maintenance or repair of existing facilities.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows the institute to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Specifies that appropriated funds must be used in compliance with stated reasons for adoption as documented in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency clause making the act effective July 1, 2011, citing constitutional restrictions on appropriations and the need for immediate agency operation.
