Appropriates $500,000 to the Arkansas Commission on Law Enforcement Standards and Training from the General Improvement Fund for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities for fiscal year ending June 30, 2012.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows the agency to accept grants, donations, and Federal funds to supplement the appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws in disbursing funds.

Restricts use of funds to purposes specified in the agency requests, executive recommendations, and legislative recommendations documented in budget manuals and Joint Budget Committee minutes.

Declares an emergency effective July 1, 2011, citing the constitutional prohibition on appropriations exceeding one year and the essential nature of funding for agency operations.
