Appropriates $8,034,460 from the General Improvement Fund to the Department of Health for an Electronic Health Records System.

Appropriates $5,000,000 for various maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities.

Appropriates $1,500,000 for transfer to the Health Operations Paying Account for replacement of equipment and servers, $1,800,000 to the Rural Health Services Revolving Fund for grants to stabilize medical services, and $1,900,000 to the Rural Physician Incentive Revolving Fund for financial assistance to encourage physicians in rural communities with populations not exceeding 15,000.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws, and prohibits use of Maintenance and General Operations funds for these capital projects.

Declares an emergency effective date of July 1, 2011, as required by the Arkansas Constitution's one-year appropriation limit.
