Authorizes law enforcement officers to issue electronic traffic tickets in addition to traditional written citations, with electronic tickets defined as electronic citations or warnings printed and issued to persons accused of violating traffic laws.

Requires that when electronic citations are issued, the violator must receive a printed copy, a copy must be maintained by the issuing department, and a copy must be forwarded to the court clerk in either electronic or written format.

Permits arresting officers to issue electronic citations when releasing a person arrested for misdemeanor traffic violations, with the arrested person acknowledging receipt and promising to appear in court by accepting the electronic citation.

Modifies the uniform traffic ticket requirements to allow both written and electronic traffic ticket books to be maintained and issued by municipal police departments, city or town marshals, and county sheriff's offices.

Makes technical amendments to definitions in the Arkansas District Courts Accounting Law to include electronic citations within the definition of "citation" and adds provisions governing the handling and distribution of electronic citations.
