Appropriates $300,000 from the General Improvement Fund to the Department of Arkansas State Police for grants to purchase used vehicles for the Small Municipality Law Enforcement Vehicle Grant Program.

Allows the Department to supplement state funds with grants, donations, Federal funds, and unobligated cash income, but prohibits using Maintenance and General Operations funds for this purpose.

Requires all disbursements to comply with state purchasing, accounting, budgetary procedures, revenue stabilization, and fiscal control laws unless specifically exempted by law.

Directs that funds be used in compliance with stated reasons for adoption as documented in budget manuals, agency requests, executive recommendations, and legislative records.

Declares an emergency effective July 1, 2011 to ensure the appropriation takes effect without delay in providing essential law enforcement vehicle grants to small municipalities.
