Appropriates $4,000,000 to the University of Arkansas for the Arkansas School for Mathematics, Sciences and the Arts to be paid from the General Improvement Fund.

Funds may be used for classroom updates, operations, personal services, construction, renovations, furnishings, capital outlay, maintenance, and equipment costs.

Institutions may supplement the state appropriation with grants, donations including Federal funds, and unobligated cash income to finance project costs.

Funds must be disbursed in compliance with applicable state purchasing, accounting, budgetary procedures, and revenue stabilization laws unless specifically exempted by law.

Act takes effect July 1, 2011 with emergency clause designation to ensure immediate operation of the agency's essential governmental programs.
