Amends Arkansas Code § 12-62-406 to remove the limitation on stays in child custody proceedings when a service member is deployed

Lawsuits involving reserve component members ordered to active duty are stayed for at least 15 days before duty and 30 days after duty, unless a shorter period is requested

Exception allows dependency-neglect cases to proceed without delay if the circuit court makes specific written findings by clear and convincing evidence that delay would harm the child's permanency

Judgments, decrees, sentences, or fines rendered in violation of the stay provision after written notice for continuance is filed shall be void and unenforceable
