Authorizes the Department of Parks and Tourism to design and issue special license plates featuring state parks, with the Director of the Department of Finance and Administration responsible for approving designs and managing issuance.

Establishes a cash fund for the Department of Parks and Tourism to be funded through license plate fees, used for sponsoring college scholarships in conservation and providing conservation education programs.

Requires applicants to pay a design-use fee not to exceed $25.00, which is deposited into the Parks and Tourism cash fund, plus a $10.00 handling and administrative fee for the State Central Services Fund.

Allows Arkansas residents who own motor vehicles to apply for and annually renew special license plates under these provisions.

Permits registration of special license plates to continue year to year through annual renewal in accordance with existing motor vehicle registration laws.
