Mandates insurance companies submit written notice on company letterhead to the storage facility by regular mail, hand-delivery, facsimile, or electronic transmission, identifying the agent and promising indemnification for any civil or criminal claims.

Requires owner and any lienholder to receive a copy of the notice by regular mail and obligates storage facilities to release the vehicle immediately during business hours after fees are settled.

Provides indemnification protecting storage facilities from liability for costs associated with civil or criminal claims arising from the vehicle removal without an owner's written release document.
