Appropriates $75,000 to the Secretary of State from the General Improvement Fund for construction, site preparation, and maintenance of memorials and monuments on the State Capitol grounds.

Prohibits contracts and obligations from exceeding available State Treasury funds, but allows agencies to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Establishes that funds must be used in compliance with stated reasons documented in budget manuals, agency requests, executive and legislative recommendations, and Joint Budget Committee minutes.

Declares an emergency effective July 1, 2011, citing Constitutional restrictions on appropriations and the essential need for immediate agency operations.
