Appropriates $700,000 from the General Improvement Fund to the Department of Human Services - Division of Administrative Services for grants and assistance to community organizations for maintenance, general operations, personal services, and construction expenses.

Allows appropriations to be exempt from restrictions applicable to other programs currently administered, with new rules and regulations adopted by the General Assembly to carry out the intent of the appropriation.

Permits institutions and agencies to accept and use grants, donations, and Federal funds to supplement State Treasury funds, provided that existing Maintenance and General Operations appropriations are not diverted for these purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective date of July 1, 2011, citing the constitutional one-year appropriation limit and the need for immediate agency operation.
