• Appropriates $250,000 from the General Improvement Fund to the Department of Human Services - Division of Youth Services for grants to community-based youth program providers

• Allows the Department to accept and use federal funds, grants, donations, and unobligated cash income to supplement state appropriations for project costs

• Exempts the appropriations from restrictions applicable to other currently administered programs, allowing new rules and regulations to be adopted as needed
