Appropriates $2,300,000 from the General Improvement Fund to the University of Arkansas at Pine Bluff for the Advance STEM academic enrichment program, including personal services, operating expenses, construction, renovation, equipment, and conference center improvements.

Authorizes the university to accept and use grants, donations, federal funds, and unobligated cash income to supplement state treasury funds for project financing.

Prohibits use of existing Maintenance and General Operations funds appropriated to the university for purposes covered by this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in disbursement of funds.

Declares an emergency effective July 1, 2011, citing constitutional restrictions on multi-year appropriations and the need for immediate operational funding.
