AR HB1576

Appropriates $2,000,000 from the General Improvement Fund to the University of Arkansas at Pine Bluff for construction, renovations, equipment, and related expenses for the Torii Hunter Baseball, Softball, and Little League Complex.

Allows the University to accept grants, donations, and Federal funds to supplement state treasury funds for financing the project.

Prohibits use of funds designated for Maintenance and General Operations for any purposes appropriated in this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Declares an emergency effective July 1, 2011, to ensure immediate availability of appropriations for agency operations.
