Amends budget adoption procedures to allow municipalities to adopt budgets by either ordinance or resolution (previously unspecified method).

Expands municipal asset disposal authority to include cities of the second class and incorporated towns, not just first-class cities, allowing mayors to sell or exchange supplies and equipment valued at $20,000 or less without competitive bidding.

Establishes three primary disposal methods for obsolete municipal property: public or Internet auction, transfer to the state's Marketing and Redistribution Section, or transfer to another governmental entity within the state.

Permits landfill disposal only if the mayor certifies in writing and the governing body approves that property is either worthless from damage or prolonged use, or has only residual value and failed to sell at public auction.

Requires municipalities to maintain records of all disposed items reported to the governing body and update the municipal fixed asset listing to reflect all property disposals.
