Amends Arkansas Code § 15-4-2205(f) to change the Arkansas Workforce Investment Board Executive Committee meeting requirement from "at least one (1) time every other month" to meetings "as needed between the quarterly board meetings" at the call of the chair or upon request of 75% of members.

Restructures Arkansas Code § 15-4-2209 to reorganize and clarify local workforce investment board membership requirements, including the composition of business representatives, educational entities, labor organizations, community-based organizations, economic development agencies, and representatives for individuals with disabilities and veterans.

Maintains the requirement that a majority of local board members be business representatives as defined in subdivision (c)(1) of the revised statute.

Amends Arkansas Code § 15-4-2211(e) to reduce the maximum allowable administrative services cost from 15% to 10% of the total program cost for local boards contracting administrative services.
