Appropriates $2,567,063 from the State Central Services Fund for Arkansas House staff personal services and operating expenses for fiscal year 2011-2012, including $1,321,924 for regular salaries and $100,000 for extra help.

Establishes maximum of 14 regular House staff positions including Parliamentarian ($143,012), Chief of Staff ($135,509), and Chief Clerk/Fiscal Officer, plus authorizes up to 7 temporary or part-time employees.

Appropriates $200,000 from Constitutional Officers Fund for member per diem and mileage at the Institute of Legislative Procedure and orientation meetings, $500,000 for legislative computerization, and $100,000 for House Select Committee expenses.

Establishes 15 Member Services positions and 19 Supplemental Staffing positions with respective appropriations of $1,609,288 and $1,980,551 from State Central Services Fund.

Authorizes reappropriation of up to $3,294,723 from Constitutional Officers Fund and $3,000,000 from State Central Services Fund for unspent balances from prior fiscal years, with emergency clause effective July 1, 2011.
