Appropriates $10,000 to the Department of Arkansas State Police from the General Improvement Fund for personal services, operating expenses, equipment, supplies, and maintenance for Project Lifesaver agencies and organizations for fiscal year ending June 30, 2012.

Authorizes the department to adopt new rules and regulations to carry out the appropriation and exempts it from restrictions applicable to other programs.

Permits institutions and agencies to supplement state funds with grants, donations, Federal funds, and unobligated cash income, provided Maintenance and General Operations funds are not diverted for these purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursing funds.

Declares an emergency effective July 1, 2011, citing the constitutional prohibition on appropriations exceeding one year and the necessity for immediate agency operations.
