AR HB1610

Appropriates $75,000 to the University of Arkansas for Medical Sciences for grants to accredited Children's Advocacy Centers in Arkansas for personal services, operating expenses, equipment, supplies, and maintenance.

Allows the University to accept and use grants, donations, and Federal funds to supplement State Treasury funds for the appropriated projects.

Prohibits use of other General Assembly appropriations for Maintenance and General Operations from being used for purposes in this act.

Declares an emergency effective July 1, 2011, stating that Constitutional restrictions limit appropriations to one-year periods and immediate effectiveness is essential to agency operations.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in disbursement of funds.
